REGULAR BOARD MEETING

8/9/16

MEMBERS PRESENT:            Steve Shipley, Cynthia Adamson, Rick Phelps, Windsor Czeschin

MEMBERS ABSENT:            Garrett Higerd

STAFF:                                   Marianne O’Connor, Patrick Allen

MINUTES

1.         Steve Shipley called the meeting to order at 5:43 p.m.

2.            ADDITIONS TO AGENDA - None

3.            PUBLIC COMMENT – No public comment

4.            APPROVAL OF 6/14/16 AND 7/12/16 MINUTES – Approval of 7/12/16 minutes tabled due to lack of quorum of members attending the Board meeting. Cynthia Adamson made a motion to approve the 6/14/16 Regular Board Meeting minutes. Windsor Czeschin seconded the motion and all Board members present voted yes, with Rick Phelps abstaining as he did not attend the June meeting.

5.            FINANCIAL REPORT – Marianne reviewed the financial report for the period ending 7/31/16. Rick Phelps made a motion to accept the financial report. Cynthia Adamson seconded the motion and all Board members present voted in favor.

5A.            DELINQUENT ACCOUNTS REPORT – PUBLIC HEARING – Public Hearing was called to order. There was no public in attendance. The hearing was closed. Rick Phelps made a motion to adopt Resolution 2016-02 – Delinquent Accounts Report as of 6/30/16 for Sewer Use Fees approved by the Board of Directors on July 12, 2016. Cynthia Adamson seconded the motion and all Board members present voted in favor. The Resolution will be provided to Mono County Tax Collector for inclusion on the tax roll.

5B.            CAPITAL BUDGET DISCUSSIONS – Patrick Allen indicated he is waiting for a quote from Doug Clair for the driveway paving and so will discuss more at a later date.

6.         NEW BUSINESS - None

7A.            PLANNING ISSUES, RPAC, COMMUNITY CENTER – Patrick Allen commented he has been discussing the skate park project with Peter Chapman, Mono County Project Manager. We have sent him an Application for Sewer Connection.

7B.            JUNIPER DRIVE SPECIAL ZONE OF BENEFIT - Patrick Allen discussed the sewer construction on the lot at 459 Juniper Drive.

9.            GENERAL MANAGER UPDATE – Patrick Allen discussed his update with the Board members present and indicated there are several projects in progress which will affect the Capital Budget forecast so he will provide his forecast once the cost estimates are obtained. The new roof has been completed at the treatment plant office. New blower parts are ordered and Jason Hatter and Patrick will build the new blower, which should be half the cost of the other blower (Estimate approximately $6,000). He has also taken care of many other miscellaneous repairs at the plant. The well repair is done and the well is working fine. He will be scheduling vegetation clearing on several sewer easements to improve access to the manholes and lines to get them cleaned. Tim Trainor is doing as much line cleaning as they can get done this summer, along with any required repairs.

            Marianne was instructed to send a letter to the property owner complaining about the sewer use fees, explaining how the fees are established for developed parcels.

10.       NEW ITEMS/ADDITIONS FOR FUTURE AGENDAS – Snow Removal. Patrick will ask for snow removal proposals, or interest in providing services, for review at the September meeting.

8.         BILLS TO BE PAID – Windsor Czeschin made a motion to pay the bills as presented with ck#6932-6934 signed with only one signer, with the second signature to be obtained after issuance of check, and ck#6930-6931 signed with two signatures for use on bills recently submitted or expected. Cynthia Adamson seconded the motion and all Board members present voted in favor.

Rick Phelps made a motion to adjourn the meeting. Windsor Czeschin seconded the motion and all Board members present voted in favor. The meeting was adjourned at 6:10 p.m.

The next Regular Board Meeting will be scheduled for Tuesday, September 13, 2016 at 5:00 p.m. at the Crowley Lake Community Center, unless posted otherwise.
